It bears a picture of Sheikh Sabah Al-Salem Al-Sabah, Emir of the State of Kuwait (1965-1977 AD), and is signed by the Minister of Finance, Abdul Rahman Al-Atiqi (1967-1971 AD / 1975-1981 AD) and the Governor of the Central Bank, Hamza Abbas (1973-1983 AD). On the other side is the Shuwaikh Port.
